Aid effectiveness and Paris declaration-to Accra and beyond, NGO's experts forum
Participants: OECD/DAC representatives; representatives from Slovenian ministries: Ministry for foreign affairs, Ministry for agriculture and food, Ministry for finance and Ministry for health. European forum was organized by SLOGA’s working group for effective development aid, French national platform Coordination Sud and European network of nongovernmental organizations CONCORD. The objective of the seminar was to exchange views and opinions on effectiveness in development aid between European Commissions, development aid board in OECD, Slovenian Government and European non governmental organisations. The conclusions and recommendations will be then presented in high sitting in Accra.
Conclusion from the conference:In general, agenda of aid effectiveness needs to be further clarified and concretised for practical work. Many areas need to have more attention from civil society and there is a need for stronger coordination and cooperation among European and non European NGO, CSOs and citizens. In general, organizations have to be more precise on what they want from EU and they should concentrate not only in long tasks but also on short term aims.
The Third High-level Forum in Accra is a crucial political opportunity to agree strong and decisive action by all donors and partner countries on the outstanding implementation issues that are key to meeting the Paris Declaration targets.

International seminar "ODA reporting and monitoring", Ljubljana, Slovenia
The seminar on “ODA reporting and monitoring” was organized in Ljubljana on 19-20 November 2007 by Sloga Working Group on Aid Effectiveness in cooperation with Concord, Trialog and OECD DAC in the framework of the fortcoming Slovene Presidency and Accra high level forum. It was a capacity building for non-governmental representatives and governmental officials from different new EU Member States. Altogether, 22 representatives of NGO in GO from 6 NMS countries (Bulgaria, Latvia, Slovakia, Estonia, Czech Republic, Slovenia), French NGDO platform and DAC representative attended the seminar.
By presenting DAC rules and methodology of ODA reporting by DAC’s representative Ms. Kimberly Smith, the participants deepened their knowledge about monitoring and reporting and, moreover, established ground for dialog between NGO in GO representatives.
The presentations of NMS NGOs about the national case studies further indicated that collecting of data at the level of line ministries shall be more transparent, intensive and effective. Additionally, national governments shall be more open to dialogue with national platforms regarding ODA monitoring and reporting and shall provide for more accurate and regular information on ODA spending.
The system of ODA monitoring and reporting shall be based on clear definition of what ODA is, it shall be based on regular peer reviews of also for NMS countries in order to be more transparent and effective.
